If its one drive you can go to settings search for APPS and ONE DRIVE and turn the notification off for that app or even Disable it if you don't use it.
Samsung has contracts with both Google and Microsoft to supply their products on their phone (for good or for worse) like the Google messages which can't be uninstalled but blocked.
They ditched their own Samsung cloud and opted for Microsoft one drive.
