I've been trying for two days now to setup two-step verification on my Samsung account to no avail. What happened was I recently factory resetted my phone (Galaxy A71) and I'm trying to restore my data that was previously backed up to Samsung Cloud before the reset. The phone informs me that I must setup two-step verification in order to be able to restore the backed up data but when I try to do so, I get to the point where it says that the verification code has been sent to my phone via SMS, only problem is, I never actually receive any text message with the code.
No matter how many times I've tried, I just don't receive any message with the code via SMS. At this point, I'm beginning to wonder whether the SMS is even being sent at all despite what the UI is stating. I wonder this because WhatsApp didn't seem to have any trouble verifying my phone via SMS when I was re-installing my apps and setting them up. I don't seem to be the only person that is experiencing this issue either, lots of topics on here tells of many others not receiving their SMS also.
To me, this is clearly an issue on your end, either with your software, servers or both. Come on! it shouldn't be this frustrating to utilize Samsung's services.
I feel as though this issue could have been prevented if SMS wasn't the sole option for completing the two-step verification process. Why are there no other options for this, such as a QR code that one can scan with an authenticator app and pair it with the account to receive codes that way instead? Putting all your eggs in the SMS basket is foolish IMO.
Anyway, It would be greatly appreciated if anyone can provide a solution to this problem. I've already tried the suggestions from other topics, but to no avail sadly.

sorry for that, But it seems you don't know what you're talking about.
The phone number fill automatically and correct.
Also the arrow at the bottom just in case you already have on to steps in you computer account.
The problem is: tow stps is on wen i use mobile and off ather whays
So please don't think that we unable to check our on phone numbers !!

2fa works fine, it's the automatic entry of the country code that is not working if you include the area code (like +1 as 1 or 01 before your number another example if you have a county code +44 use it as 44 or 044) and just ignore the automatic entry.

finaly sms works...but i dont put country code again..or i dont know...maybe without 00..its strange..

You can't get a backup code until you successfully setup two-step the 1st time. In order to do that, you need to receive a text.
I've contacted Samsung a few times, they never helped me. I was just ignored.

Get a google voice number and verify with that. Just made a brand new Samsung account and had no issues getting past the 2fa verification the first time with a google voice number

I would recommend you remove the google voice number and switch to an authenticator app immediately after you complete 2fa and write down your back up codes in a safe place. If your unable to use Google voice for any reason i also received a code from textnow.com or textnow in google play store

I tried some thing and it worked with me : I replaced ( 00 ) in place of ( + ) sign in the national key of phone number ... and guess what ! I received the code text

Setting up your number correctly in your online account shouldn't be difficult. There actually isn't any choice in the format because the first line requires you to select your country code from the drop down list. Then on the next line you have to enter only your local number.
I tried entering the number in the second line with and without the country code in front (but don't use a +). Either way I receive the SMS with the code.
