My Ring Doorbell Gen 2 is paired with my Bt Full Fibre Broadband Wi-Fi and works flawlessly.
It's meant to hook upto Home Broadband and not Mobile Data as far as I understand the set up.
I then have the Ring App on my Samsung Phobe what allows me to view my Ring Doorbell Gen 2 along with 2 other Ring camera options too.
It should work for you.

@monirbar: Please try swiping up from your Home screen and heading to Settings > Connections > Wi-Fi > Tap the 3 dots in the top right > Intelligent Wi-Fi > Switch to mobile data (Off) > Switch to better Wi-Fi networks (Off).
The 'Switch to mobile data' option used to be called 'Smart network switch' on previous Android versions, so this may be what the instructions are referring to. This would also fall in line with what @BandOfBrothers mentioned about the Ring Doorbell not working with Mobile Data. Let me know how you get on.
