S21 Ultra not sending voicemail alerts

I am not getting voicemail alerts on my S21 Ultra. I have tried every solution posted here and nothing works. ATT doesn't support visual voicemail, but I  used to get alerts anyway. Cleared cache, forced stop, etc. Nothing works.

Settings >notifications >app notifications. Tap the 3 dots top rh corner. Tap show system apps. Scroll down to

1) Phone. Tap notification catagories. Is voicemails toggled on?
2) Phone services. Tap notification catagories. Is voicemail messages toggled on?
