Try turning that toggle Off that says Auto Download Over Wi-Fi

That's a conundrum as I always use Mobile Data to update my phone's software when it becomes available @Nabz1

Which carrier are you with @Nabz1 as this maybe a contributing factor.

I'm on o2 with a 100Gb Payg data allowance.
I always update my phone's software using Mobile Data.
Have you tried a Google Search ?

When you tap on the update button can you screen shot what it says or does that screen pop up straightway that you've already supplied @Nabz1
I know you can change the settings when updating apps via the Playstore to work over Wi-Fi or Mobile Data but updating the phone's own software should let you do it over Wi-Fi or Mobile Data as long as the signal is strong enough.
I see 5G is on.
Just as a process of elimination can you go into Settings, Connections and switch to 4G to see if that makes a difference.
