Try resetting the Network via your General Management section then Reset.
If this does not help then please do try your sim cards in another phone to see what happens.
i.e do the sim cards work.
Also if you can try another sim in your phone to see if your presented with the same issue.
There is a diagnostic tool found in your Samsung Members App.
You could as a last resort back up and factory reset.
As long as you haven't imported the phone into your country you should be able to arrange for a Samsung Service Centre to assess the phone.
