Help! Re phone not letting me switch off international call barring

I am currently in Mexico and can't make or receive calls on my phphone ( although whatsapp works). I have never turned on call barring but in supplementary settings under call barring the tab saying " international calls unless home" is activated and it won't turn off. I've just spent literally 4 hours with an EE member of staff messaging me back and forth trying to help me be able to use my phone to no avail. I have a data package which allows all calls, the roaming is on and registered as in Mexico- everything is in place so the only thing the EE guy could think of was this call barring setting. It's a Samsung Galaxy 10e and it worked perfectly in Barcelona 3 weeks ago but will not work in Mexico! Help!!! Cathy

My advice would have been to use a local sim card on the interim.
