A friend of a friend gave me an old Samsung S4 phone to be used on wifi for my son to play games.  But I can't get past the screen in the picture.  I've only ever had Samsung phones and that's what I currently use t

oo but when I try to sign in it tells me that.  It's connected to wifi but I really don't know what to do and any help would be very greatly appreciated!

Wipe data in Boot menu or use FRP unlocker tool ....... your problem will be solved

Hello @Shannon143 and may I extend a warm welcome to the Samsung Community Forum 😀 

I assume the last owner factory reset to remove all their own account details 🤔 

Try a soft reboot by turning the phone Off and On. 

And or a hard reboot by pressing the power button and volume down until the phone starts and vibrates.

This could also be a poor connection via Wi-Fi so forgetting the network and resetting the pairing up back again to Wi-Fi may help. 

A forum search and or Google search may yield further troubleshooting steps. 

You could try > Clear Cache Files from the phone's System Partition Section  > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop or use a Tv's USB Port to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too. { Repair Apps may not be availableto the Samsung Galaxy s²⁴ Series of phone's. } 

And or as a very last resort a full factory reset if all the above does not help.

I would turn the phone off and then take the battery out for 30 seconds and maybe sim too then replace back on . Make sure the sim reads the new phones internet settings when adter it turned on and hopefully the network will of reset fresh

If your friend performed a factory reset without removing their Google account before hand, during setup the phone will require you to confirm the original Google account before full access is given. This is part of Google's Factory Reset Protection lock.

Could it be that the OS is so old that Google won't let it connect?

Maybe, try; settings, software info, and update Google. Not sure if you're able to get there or if that'll fix the issue. If not do a hard reset (YouTube will show you how).
