Edge panel does not show all recent apps

Ok so I use the edge panel and I like it a lot, but I have the 'recent apps' option turned on, but I find that it does not show all the actual recently used apps.  It seems to only show the recently used Samsung apps only.

For example if I open up the Messages app or Google Calendar, then when I swipe the edge panel open, those two apps do not show up. 

I can't get it to work.  Tried rebooting the phone, and turned off and on edge panel and off/on the toggle for Recent apps, with no change.

Is this a known limitation to the Recent Apps panel (ie it only shows Samsung apps)?
