Samsung Messages always says registration failed when trying to setup rcs

Samsung Messages on my S23U always says registration failed when trying to setup rcs.

It worked on google messenger, but the Samsung app fails every time, even after unregistering and trying to re register.

Ive tried this for a couple of weeks.

I can not enable RCS on Samsung Messages since i switched from Google Messages to Samsung Messages. I found this:

"Based on analysis of the attached log, we can see that the device has reached a monthly/daily quota for OTP set by the server (Google), which results in the 'registration failed' error message to occur. This message typically occurs when the device has been restarted multiple times, or multiple RCS switches has occurred. As this is a feature implemented by Google RCS server, this is normal operation."

I've got same problem can't recris Station my Samsung Galaxy A55 5G registration with be my I have to numbers and my serial number it's only 12 must be 15 work what can I do?
