I solved it now. Go to notifications, go to email and untick the box. Send yourself an e-mail. No notification will come of course. Go back to notifications/email and tick the box again. The permanent notification will not reappear! Also, after receiving (and reading) new e-mail messages, notification will work fine and disappear after reading, as it should.

I have the same issue since this morning on my Galaxy S24 Ultra. Swiping it away cleared it from the top notifications but still running in the backgound. I stopped it by clicking the Stop button, but not sure if it will come back once I restart my phone...
Update:
After restarting the phone, the problem is back. Hoping Samsung figures out this issue as it just started this morning...

I have the same problem on my Galaxy S21. Been like for a day or two now. And I also never had this problem before.
So annoying. Just keep running in the background.
And I don't want it to run in the background
