Not enough information. My guess, on your phone you may need going into Outlook app > Settings > click your name@outlook.com, turn on sync calendars.
Also, correctly your sentence should read "...nor exchange." You state "...will not sync..." thus the correct word is nor not or. Recall the saying "neither nor, either or" thus in your sentence the same applies, the word not should be followed with "...nor Exchange."
