What device do you have?
Check all cloud accounts that you have. Google Drive, Microsoft One Drive, Dropbox, Amazon etc.
Where did the pictures and videos originate from? Your own phone camera? WhatsApp? Other sources?
Your gallery should sync to Microsoft One Drive (if set up) so hopefully you should see them there.
If your phones recycling bin is empty it means you've physically gone in there and emptied it. If you have, and there's no back up in place, then they're gone forever.
