I get this error message "can not perform this action because another operation is preventing it"!
I have multiple routines and one mode active in my Galaxy S23 Fe, earlier I was using Galaxy S20 Fe. Until I changed my phone all the routine and mode was working fine! S20 Fe modes & routines version: 4.2.01.2 and it says "The latest version is already installed". S23 Fe modes & routines version: 4.6.02.0 and it says "The latest version is already installed".
My routine: IF a particular app gets a notification at a specific time period, THEN Greyscale must get on, Do Not Disturb must get turned on, a 10-minute timer must start and Spotify must stop. Then, that specific time period ends and everything must return to normal! All "THEN" features except "greyscale" is not working. When the "routines" is on, an "i" button is shown in red. When I tap the "i" button, it says "can not perform this action because another operation is preventing it". Plus I cannot add a change wallpaper option to the "THEN", earlier in my S20 Fe I could do all these and still, it is working! I think if we could get the earlier version (4.2.01.2) of Modes & Routines all our issues would be resolved. I hope Samsung do this ASAP!
Note: I tried all possible troubleshooting. Resetting the phone to factory mode, clearing cache, clearing data, just adding only one option in "THEN". I have even kept greyscale mode alone, but I still got the same error. These issues are definitely with the new version of modes & routines, both my phone is the proof! Samsung either roll back to the older version or give us the old version with the newer version number, I don't mind!

Exactly the same thing for me Samsung S23.. I used to change wallpaper on a notification from the calendar app to allow different wallpaper on different dates (for anniversaries, birthdays special dates etc) but that stopped working and I get the same errors as stated
