@novokserge: Where are you currently based, as I can see that the URL is for Samsung US? If you sign in to samsung.com via a browser app (Samsung Internet or Chrome), does the issue persist?
If you have a VPN set up on your device(s), try disabling it temporarily to see if this helps. Also, please head to Settings > Apps > Samsung Shop > Force stop > Storage > Clear cache.

in addition to what @AndrewL said. If you are already signed into your account from one device, and want to sign into the account from a second device, a verification MUST be approved on the first device, if ignored or if you clicked "no" and if you didn't use the approval code from 1st device on the second, you will be denied access
