How do I change country and region on samsung account?

Hi, The only way yo change the country is to create a new account. Country of the exiting account cannot be changed.

Amazing! I have been trying to do that for months now. The chat support in NL is not useful.

I have just submitted the request for country change. @Rosanamroz unless you are from UAE, you might have to select the country that you are from/where the account was originally created.
