System Configuration Update ???

I received a notification on my phone this morning saying " System Configuration Update " - tap here to install

I've never ever seen this before and would appreciate if anyone can confirm if this is a genuine Samsung / Android update ?

You can turn off automatic System Configuration Settings if you want. However, this may affect your network connection features.

I have this system update problem and it is reminding me every 15 min with a sound.Going mad here

I have this. Every time it fails, I'm not sure why! Tried safe mode, clear partition, nothing helps.
