No I'm not experiencing that at all.
What have you tried to remedy the problem?
I guess the first thing is to try shutting down the phone and waiting a minute, then turning in back on. Sounds stupid I know. But be surprised at how many don't restart their phones occasionally.
If you used SmartSwitch to setup your phone. Sometimes the transferred data can cause issues.
You can try clearing the Partition Cache on the phone. Found an easy to follow video on YouTube that someone has done for the Z Fold 3 that will still apply
https://youtu.be/dLqIhbuYL4wIf this doesn't work, try starting the phone up in safe mode and see if it's still doing it. If not then it's likely an app or Theme that is causing the problem.
At worst, backup your data a factory reset the phone.
Then set up as new phone and restore your backed up data from your accounts rather than use smartswitch
