As a first troubleshooting step please clear the phone's System Partition Cache Files Section.
> Clear Cache Files from the phone's System Partition Section > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop or use a Tv's USB Port to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too { Possibly excluding the s²⁴ Series of phone's }

Hey! Did you figure our the problem? I just started experiencing the same problem or something similar. The quick access buttons are not working, (like the pulldown menu for Bluetooth, wifi, location, etc). When I open it all the way sometimes the buttons will disappear and the menu is just empty.

@EdJReynolds: Based on the unexpected nature of the issue you're facing, I recommend restarting your phone in Safe mode, as this will disable all third party apps and help to determine if the problem is stemming from an external source.
To enter Safe mode, press and hold the Power button until the 'Power off' prompt appears on the screen then release > Touch and hold Power off until the 'Safe mode' prompt appears then release > To confirm, tap Safe mode.
With Safe mode active, monitor the performance of the device, based on the frequency that you encounter the issue. If you find that the issue is not present in Safe mode, then please restart your S23+ as you would normally and uninstall any apps that you have added to the device since you first encountered the issue. It won't be possible to determine exactly which app is at fault, therefore I recommend approaching this via a process of elimination.

I've had this problem for about a month. I just solved it by executing the spotify app, maybe you should try it
