WTF Samsung! 31st October and still no october update.
What do we have to do to have the updates on time? It is a 1100 EUR phone

Did Samsung supply the phone directly or did a network ?
I recieved the October update to my Fold 3 on the 21st of October 2021.
I'm in the UK using a phone supplied directly from Samsung.
Its CsC is EUX
Have you considered using Samsung Smartswitch to try and update ?
Updates are sent out in stages dependent on phone model, serial and build number and region.
Hopefully you'll recieve the update soon.

I recieved the October update to my Flip3 on the 20st of October 2021.

I am in Belgium and I bought it directly from Samsung and the CSC is EUX
I will see with Smart switch but it is unacceptable. My next phone will not be a Samsung. I'm tired

After 5h of downloading an update via SmartSwitch, I got another update on the phone for the October one

Try to plug it on your computer with the "Smart Switch" app. It worked for me.
I got first a very long update, still on September patch, but after that one, I got the notification on my phone for the October update.
