Galaxy S9 Series@NoForceUpdate There does not seem to a method to stop the update message appearing, however you can unselect Auto Update. You can also prevent an install at start up by selecting that in the Developer options. If Developer not set up you need to tap Build No in About Phone 7 times. See more here https://www.samsung.com/uk/support/mobile-devices/how-do-i-turn-on-the-developer-options-menu-on-my-...
However there are some updates which fix security issues that you will not able to bypass. You may wish to have a look at this thread:https://eu.community.samsung.com/t5/galaxy-s10e-s10-s10-s10-5g/updates-can-i-stop-them
