Torch

Prior to the last update, i had a 'torch' feature as a dropdown on the notification bar. Now it has disappeared and i cant find it anywhere to get back. Any ideas?

It won't show on the notification section, on the left pulldown menu- you have to now swipe down from the right. This can be changed back. Swipe down from the right- click the pen icon- panel settings and change it to "together" instead of seperate

Is the Torch / Flashlight shortcut / icon missing from Quick Panel or is it not displaying in the first drop down list that has five or six shortcuts?

You can go into the Quick Panel and edit the position of those shortcuts and add or remove them from displaying as well. 

It's also quite possible I didn't correctly understand your problem.
