Anyone in the UK or Europe received the February software update? I'm reading its been rolled out in South Korea and the US, no nowhere else?

Nothing yet here - S25+ unlocked (direct from Samsung) in Canada.

Got it yesterday on a UK S24 Ultra bought direct from Samsung, so the "unlocked" version has been released in the UK.

S25U in UK Here, no update. From what I have read online and contrary to the norm, Carrier locked phones in the US are getting the update BEFORE the unlocked phones. I am eagerly anticipating the update because there is presumed to be an update to the underlying camera firmware to correct issues in 3rd party camera apps such as Motion Cam Pro.

Currently in the USA. Bought S25 Ultra unlocked directly from Samsung. As of today still no update. The phone still shows Dec 2024.

Does using a VPN over Korea work? Are there any other methods to push this update?

Unlikely. I believe it goes based on region/carrier information encoded into your phone/SIM and not your network location. Not sure you'd want an update that could he specific to another region anyway. I think all we can do is sit tight. 

Apparently they are getting close to releasing One UI 7 for the s24 and earlier so fingers crossed it thing speed up after that because that seems to be their top priority.
