Is there a way to use routines to delay notifications from selected apps to come on ar a specific time or times to say evening only?

Have you had a look in the Modes and Routines settings section @DoctorVictorVonDoom 

If its not in there then possibly not.

@DoctorVictorVonDoom Whilst it may not suit your needs an option to set a schedule in Do Not Disturb.   can add exceptions and choose which apps you wish to receive Notifications for and allow calls/Messages  from contacts only or  All calls.

Control app notifications

You probably have a bunch of apps on your device, like messaging and music apps, that you use daily. Your  app notifications can be customized  to suit your needs if you want to view or block them during the day. Or, you can change up the notification sounds and vibrations so you’ll be alerted right away when you receive an important message.
