Wiping cache partition should fix problems not make more. I don't believe the network connection is affected by performing wipe cache partition. There is something wrong either with the antenna, the software, or the network connection, whether you are using WiFi or mobile data is dodgy eventhough you are seeing they are ok on the notification bar.
Try to run phone diagnostic, the easier way to do this is by Using the Members App> Support> Phone diagnostics.
There is also a FAQ section that I hope will help you find how to fix the problem. Also try to find out the signal strength from you network provider website in your region or the WiFi strength, should also be on the network provider website.
