clear phone's cache - is there a difference between these two methods ...?

When there's a problem, when the phone is acting screwy, we're often told to clear the phone's cache.

One method is to restart the phone while connected with a USB cable to another device and press Power and Volume Up until the Galaxy logo appears (and then use the side buttons to navigate the menu).

In Settings, we have Device care, Optimise now.  Does that setting clear the phone's cache.  I ask because I saw online that it does (though it's not specifically stated in the app).

Hi.
I watched a YouTube video that i thought explains the best for me to understand how to do it and i tried until I learned how to do it. I am a tech enthusiast but I am no tech expert, yet I thought i am confident enough to do it successfully. How another user on here said, the proper name is an old MS DOS screen, I got the name a bit wrong here, it's not a proper diagnostic screen, but it was easier for me to say it that way. I would say you can try Davehorn's method that he said, but you have to be very careful as you can brick your phone if you do something wrong. If you are not confident, better go to the certified phone shop to show you how to do it.
