On the latest EU update for the 25 Ultra, I've found that auto rotate doesn't work.
No matter how much I turn the phone, it will not change. I've restarted the phone, and adjusted the settings but nothing has helped.
Where is the best place to inform samsung regarding this bug/issue?

Yep everything is perfectly functional, the phone is about 6 weeks old and is very well taken care of.
Before the latest update everything worked fine regarding auto rotate, just since the update it doesn't. The accelerometer is reporting it should be working fine.
In as much, I'm certain this is a software problem, and not a hardware problem.

I know it's a tad generic, but to be sure, *image is enabled.
Maybe just a simple soft reboot?
Simultaneously press and hold the Power button and Volume down button until the phone restarts.
Maybe attempt a clear cache partition:
Turn off the device.
• Connect the phone to a computer.
• Press and hold the Volume Up key and the Power key.
• When the Android logo appears, release all keys.
• Use the Volume Down button to highlight Wipe cache partition.
• Press the Power button to select Wipe cache partition. Use Volume Down to highlight Yes.
• Press the Power button to confirm the action.
To report this to Samsung, go to Samsung Members > Support > Feedback.

Open the quick access panel and hold the auto rotate icon. Make sure rotation is enabled for the items you wish to rotate.

Thank you for the reply, have rebooted, and after your suggestion wiped the cache but to no success.
I am tempted to re-install the software, but I have a strong feeling that won't solve the issue.
I genuinely think this was a slight oversight in the latest software release, and something isn't quite right in the software code.
I have now reported this to Samsung, and they have acknowledged the issue and will reply when they have some answers.
Its a minor issue and one I didn't pick up on since landscape apps work as normal, returning home goes back to portrait and that was how I used it.
I only really noticed when YouTube, and the Gallery app didn't rotate, then I realised the home screen doesn't rotate either.

I appreciate the comment, but those were my first steps before this post. I've cleared the cache, reset the phone, rebooted and nothing works despite the options being enabled.

Hmm that's really strange. I have no rotation issues on my S25 UItra with the latest update, so it may be related to any launcher customisations?

Unfortunately not, I keep most things close to the out of box experience. I've used good lock but not altered any settings since before the problem started. When I first got the phone it worked normally, and after setting everything up, everything was as expected.
Nothing I do currently seems to fix the issue.
I am currently backing up the device to re-flash the software using Odin and see if that works.
If it doesn't, then I have no idea why its not working on my device.
Side note this is the last update to my device

I see, yeah it's the same update on mine. It's probably best to backup your data and just try a factory reset first before using Odin maybe?
