Hi and welcome 👋
Sometimes the option to turn on and off VoLTE isn't available through settings due to network provider.
For example. When I was on O2 I had the option to turn it on, or off, so in short I'd be turning on/off 4G calling. So if it was off, the calls would be carried over 3G/2G.
I'm now on Vodafone and I just don't have control over it now but when I place calls it stays connected to 4G, or drops from 5G to 4G if I'm on a 5G connection where I am.
That's just my experience anyway.
If memory serves me the option would be in Settings > Connections > Mobile Networks
If it's not there, then I'd assume it'd because of network operator but, with 3G being turned off by providers I'd say if it's saying VoLTE/4G calling is showing as on in your status bar then it's best not to worry about it tbh.

It's down to the Network Providers if you have it or not, I have the S22ultra with O2 unlocked and it's not available for my device, I don't need it as mostly I use WIFI or 5g connection if it get disconnected from it.

As @OmegaMutant said if you were to be able to turn 4G off you would prob not get any calls as everyone has or imminently going to turn 3G off
Why do you want to turn off 4G anyway?

@diondelboy: Please can you try heading to Settings > Connections > Mobile networks > 4G calling (SIM1 or SIM2) > Toggle this feature off.
Please be assured that VoLTE calls enable enhanced communication using 4G data, however this feature is free of charge, and doesn't use your mobile data allowance.
