My S24 Ultra, using usb-c audio for amateur radio purpose, via program called APRSdroid to USB-C cable that will key radio via audio output via USB-C, however the phone will always send the audio out the S24 Ultra's speaker and not via USB-C. Any ideas as to why it will not send audio via USB-C once cable is plugged in?

Samsung devices implement Absolute routing for USB audio, so you need to make sure that you're using a cable that is designed for audio transmission, and also that you're using the right settings in the APRS app.
Make sure the USB Audio setting in APRS is set to "Music" - And I'd also recommend adjusting the volume before opening the app as it doesn't support absolute volume control.

This usb-c device is designed for audio and data, works as designed on Samsung A9+ tablet but not on my S24 ultra. Thanks for reply.
