The problem is fake 2G "towers" that the phone might connect to them and the criminals might take control of your phone.
There is no problem with the phone connecting to proper networks' masts.

That's not correct. In most of the world, 2G is obsolete and a security risk because hackers can use devices to impersonate a 2G tower. Google recommends disabling 2G reception on your phone if you are in a region where 3G and higher connections are readily available. Unfortunately, Samsung and some service providers have taken away users' ability to disable their phones from connecting to 2G signals, so those phones will remain at risk indefinitely.

My girlfriend's S23+ (Verizon) does not have the "Network Mode" setting. Not in the location you described, and does not come up in a Settings Search. It also does not accept the MMI code that can be found online as an alternative method to disable 2G connections.
