Check in the Samsung Health notification categories, if Steps is toggled on. Do note that since One UI 6.0, the steps notification can be swiped away (at least on S22+, that I have).

Open Samsung health and check
Settings -> notifications and "Allow notifications" is toggle on.
In addition at the bottom, on "Notifications categories" check that steps is also toggle on.

S24 Ultra doesn't have the 'steps' and there is nothing to toggle.
Allow notifications is ON, Still no steps count on the notification bar

Did you also check?
Settings -> Notifications -> Advanced settings -> Manage notification category for each app.
That should also be toggle on, for the extra setting to appear.

Why, oh why, do they have to make it so freaking excruciatingly complex??? 4 layers of settings about a notification that should be enabled by default... The world is going to hell Thanks a lot for pointing it out!
