Hello 👋 @S24 network issue
Welcome to the Samsung Community Forum section for UK and Ireland users.
I'm disheartened to hear that you are experiencing these issues. 😔
There are some troubleshooting steps you can do at home which I'll mention later in my reply.
This is a user to user help and chat Forum so Samsung Customer Service wouldn't read your post here.
A phone would only be replaced if within the initial cooling off period.
In the UK this is 14 days.
And or the phone is beyond economical repair when past the cooling off period ,and falls under the umbrella of the 2 year manufacturer's warranty.
So the steps you may want to try are >
1. Reset your Network Settings in General Management > Reset > Reset Network Settings.
2. Clear Cache Files from the phone's System Partition Section > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop or use a Tv's USB Port or a usb-c to usb-c phone to phone set up to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too { Possibly excluding the s²⁴ Series of phone's }
3. Https://www.samsung.com/uk/support/mobile-devices/how-to-start-my-galaxy-device-in-safe-mode/
4. Run the diagnostic Tool in the Samsung Members App to see if this test highlights anything.
5. Back up > Factory Reset > When setting the phone back up do not use your back up. Set the phone back up manually.
6. Samsung Service Centre.
If i can be of any further help please don't hesitate to ask 😎
Daily Driver > Samsung Galaxy s²⁵ Ultra 512Gb ~ Titanium Black.
The advice I offer is my own and does not represent Samsung’s position.
I'm here to help. " This is the way. "

As you are based in India, you may be better reaching out to your local Samsung Community Forum.
When you say you're restarting your device to use payment services, do you mean you are being asked to provide your fingerprint or do you feel you actually have to turn your device off then back on again?

That said, here in the UK you don't usually need a signal to use Google Wallet....
