I'm facing this most irritating problem with my S24 Ultra 512GB. I purchased this device just 5 days back, and I often miss the calls because of this problem. I thought it was accidentally kept on mute mode by myself, and then turned to the max when I saw this issue for the first time. I had to increase the volume many times manually yesterday. How could I make this alright?

There is a simple fix for this, why Samsung haven't copped it yet is beyond me....
In the volume settings, there is a button at the bottom of page called 'use volume buttons for media'. This button is OFF by default. Turning this ON will solve your problem.
The issue is when its OFF, the volume buttons on the side, control your Ringer volume - unless you're listening to media (youtube/music etc) in which case the buttons will turn up or down your music AS WELL AS your ringer volume. I believe this is a bug in the samsung phone. If you turn your music or videos down really low, your ringer goes with it.
When the slider is switched ON, it means the side buttons *ONLY* adjust the media volume - and the ringer volume remains unaffected.
I've had this issue 3 months now along with numerous other people and noboby seemed to be able to get an explanation online ANYWHERE - so i hope this helps someone.
Message to Samsung: the volume buttons in the side of the phone should NOT (and never have been before) associated with changing the ringtone volume!

Hi, I have the same problem although the slider you're mentioning is turned on for me.
This is a frustrating problem. I keep missing important calls and can't find a solution.

Ringer volume switches to very low regardless of position of the button mentioned. I want to LOCK the ringer volume so that it CANNOT turn itself down low.
