That's not entirely true. Back in the days when I had S23 from O2 I could enroll to OneUi6 beta. Most of the phones in UK are not service locked since 2017

You will see an invite in the Members App notices section if your phone is eligible to participate.
If you don't see an invite, then your phone won't be eligible
Could be the phone was purchased from another region or purchased from a network provider like EE or O2

@wooey: If you are eligible to enroll in the One UI 7 beta, then please open the Samsung Members app and look for an invite banner at the top of the 'Discover' tab.

Hi everyone,
I just wanted to ask if anyone else is in the same boat. I haven’t received an invite for the One UI 7 beta program yet, and I’m really hoping to get involved! I live in the UK, and I’m using the Samsung Galaxy S24 Ultra that I purchased from eBay for £700.

Is there anyone else here who’s also waiting for an invite or who has any tips on how to get selected? Any help would be appreciated! Thanks!

They are unlocked, but if you buy from carrier they are "carrier branded" meaning carriers put their own thing like apps all the bloatware etc so they have to test software and when they modify and confirm it's safe then they release the update, that's why we seen people who brought devices from carriers receive updates later then those who bought directly from Samsung. For example my devices bought from samsung received october update the day it was available in UK same as others and the one who's "carrier branded" EE got it 2 weeks later some carriers release earlier then others
