It actually does move slightly sideways and up and down: look at it while you unlock your phone and you'll see the position change as you go to the lock screen or home screen. See the picture below, my battery icon is slightly below the top row.
This doesn't change the fact that Samsung have forced it to be a white blob at top right of an otherwise customizable AOD screen. This is a terrible design decision; it looks awful in the screenshot below IMHO. And that's an expensive phone that is sold on being customizable. Just being able to turn it off without turning it off everywhere else would be a big improvement.
