There can be a few reasons as to why a text message is bounced back.
First turn the phone Off and On i.e a Soft Reboot, but if that does not help then follow this by trying a forced reboot by holding down the volume down key and power button simultaneously for more than 7 seconds to restart it. When your phone resets, you will feel it vibrate.
Does this happen everywhere you go or in a particular area ~ I'm thinking mast congestion.
Check your messaging centre number is correct.
Check in with your network customer service.
As a process of elimination can you try your sim card in the other phone.
Long hold on the app icon and then tap i and then storage and Clear Cache.
Settings > General Management > Reset > Reset Mobile Network Connection.
If this is to a specific person then ensure either you or the person your texting hasn't blocked.
May I suggest to perform a forum search as you may find already existing threads with help and advice within.

Are you using Google or Samsung Messages?
If using Google messages, open messages
Tap your initials on the red circle and tap Messages settings
Check on the settings
RCS chats, if RCS chats is toggle on, check that "Automatically resend as text (SMS/MMS)" is also toggle on.
If the other phone cannot receive RCS messages then the phone will send it as SMS or MMS.
If using Samsung Messages, tap the 3 vertical dots to open menu and tap Settings.
On the Chat Settings menu
If Chat features is toggle on, then check "If a chat isn't delivered" is set to "Resend as a text or multimedia message"
