This S24 Ultra sure isn't good.
Check for apps on Google play store = Nil, hmmmm ok, I'll check again = Nil
Open say 1 (or more), even 10 apps, then close them
Check for updates 1 more time
There's 10 updates -

Check Security updates - WOW there's an update WHAT?
Check Google play system update - WOW, another update SERIOUSLY??
Did app actually check for updates on first screen????? - OBVIOUSLY NOT

Seems that you are indeed experiencing a few unfortunate problems with your phone 🤔
This can be sometimes be attributed to strength of network signal , congestion, mobile data or Wi-Fi connection strength.
Try switching from Mobile Data to Wi-Fi or visa versa, just to see if this helps at all as a process of elimination 💡
You can clear the cache of the app by holding down on the app icon and tap on i then in Storage and finally Clear Cache.
Another broadsworded approach is to clear the phone's System Partition Cache Files Section.
More here > Clear Cache Files from the phone's System Partition Section > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop or use a Tv's USB Port to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too { Possibly excluding the s²⁴ Series of phone's }
The phone itsekf has a diagnostic test tool found in your Samsung Members App.
Ultimately a Samsung Service Centre can assess your phone if ever necessary.
