Has Samsung removed the option to remove the white background from the app icons? Or has it never been a thing?

Is there a way to have the app icons with no background so they look a bit "cleaner"

It's never been a thing to be honest, you could use themes and icon packs from the Galaxy store to change their appearance.

Theme park module, as part of the Good Lock app, may let you do this. Good Lock is available from the Galaxy store.
