How to stop automatic brightness changes?

Ive turned off adaptive brightness and set "video brightness" to normal in advanced settings yet my brightness is automatically changed when i scroll past a video. Its very annoying in general and especially in low light environments where the brightness increasing just hurts my eyes.

Id like to just have the brightness stay how I set it

Does this happen even when the phone's battery is still pretty high @Members_aloETOW 

I assume the phone isn't on Power Saving Mode either. 

It might be beneficial just to double check the apps preferences too as well as the phone's preferences.

@Members_aloETOW, If you watch content in HDR format, the screen brightness will increase automatically. Some apps have option to disable HDR. From what I know enabling Power Saving Mode disable HDR on all apps, so brightness will stay at fixed level.

Simply just turn off adaptive brightness

Further to the above advice, I would also suggest checking that you have enabled "normal" brightness under Settings>Advanced features>Video brightness
