I am using Samsung keyboard and all required options are enabled and yet, Automatic translation appears to be working just fine in WhatsApp, for example, but not working or even coming up as an option when hitting the AI button in google messages. Has automatic translation been disabled in google messages? It's still listed as an eligible app.

I am using Samsung keyboard too. But you must activate translator on Samsung keyboard, not AI, AI is Samsung translator

I have the same issue. It used to automatically replace the other languages text but not anymore. The other answer isn't what we're looking for either.
It looks like the app versions from before March still have the function but anything after has it removed.

If you're talking about the Google Messages app, I have the version from August 8th and Google Translate translates directly into Google Messages, which can be seen in my screenshots.

I'm pretty sure OP means this option in the Galaxy AI button, not the translate button that's 2 options away from it and translates your own text, not the sender's.

I don't have this option 🤔

You can see in my screenshot that I translated my own message and translates directly as you type
