Button action when the device is locked

In modes and routines, the button action doesn't work when the phone is locked. It works perfectly when the phone is unlocked but it doesn't do anything when it is locked. Any ideas for fixing it?

My goal is just to increase the brightness of the display before unlocking the device.

Why do you need a routine for that?

I can just swipe down from the notifications panel and brighten my screen from there even when my phone is locked.

Is it because I generally keep the brightness very low. If I am outdoors without changing the brightness first, I find myself unable to adjust the brightness because I basically can't see the controls on the screen.
