Might be the 3rd party apps or theme installed.

Check in in safe mode:

If its still the same might be due to 3rd party apps or themes.

Reseting all settings won't do full factory reset of your phone.

Hold homescreen, themes, AOD- change to a random one. Change back to default and then do a soft reboot- To soft reboot a Samsung phone, you can press and hold the Power and Volume down buttons simultaneously. This will restart your device without affecting your data or settings.
