If you've not done so already, then it's best for anyone experiencing this to send an error report with log files, a good description, and attached video showing the issue via the Members app (if it's available where you are):
As soon as the issue occurs (within 10/15 minutes is best):
Samsung Members > Support > Send Feedback > Error Reports > [select error type] > choose frequency of issue, and write an accurate and good description (and attach any screenshots/pictures/videos showing the issue if you want/are able to) > tick ‘Send system log data’ > Send (the > icon on the top right).
(Or: Long-press the Samsung Members icon on the Apps screen, and select 'Error reports' from the dropdown menu, and follow the steps from there.)
That will send the relevant stuff for the Samsung developers to analyse. And the more folks who are experiencing an issue who do that the better.

I'm also having this issue. Despite my device scoring very highly on benchmarks, I see stuttering when using 4K & 8K 30FPS. About 30% of the footage in my gallery is listed as 29FPS and contains stuttering.
I also notice that even if I have 30/60FPS footage, that can still stutter when playing back video on the device, even if the stutters are not actually present in the video file itself, like the device is struggling to play back it's own captured video.

Yesterday ,with the video set to 4k HDR 10 mode at 30fps I did 12short recordings over a period of about 17 minutes. The recordings during the first few minutes were fine,then the stuttering started,firstly just the odd frame dropped and then towards the end of the 17 minutes the video was stuttering very badly so abandoned the recordings. Panning shots seem to be the worst for this.
The Samsung Experience Store could not be more helpful in sorting out this problem but rightly say that a third replacement or a repair is not going to solve matters.
A look on various user Web sites proves that this is a major issue.
So far Samsung have not even acknowledged there is an issue ,let alone when it is going to be put right.

Apart from the usual apologies still no progress.
I have reported the issue to Samsung TWICE through the dedicated channel but not even had an acknowledgement!
All that Samsung needs to do is simply admit there is a problem to recording video and we are working on a fix.
Instead they prefe to ignore their customers who have spent up to £1599 on a so called premium phone

This is pretty bad that the flagship phone of Samsung cannot reliably record in 4K 30FPS, how many years has this been an absolute standard in the high end phone market for now?
I'm also surprised to find no reviewers picking up on this, as this issue can make a large amount of video outright unusable.
I wonder if this issue is related to specific models, my own is: SM-S918BZAHEUX, would be curious to know which model all of you guys reporting the issue have.
