I have taken the big step of factory resetting the phone and re-installing everything. So far so good, I'm keeping my fingers crossed and it seems to work. Can i check with those who also have this problem, did you transfer your previous phone setting to your current phone using the switch software? I am inclined to suspect the software is bringing over some corrupted setting that is causing my problem.

Well, i might say this is a common point we had. Yes, i hate it, very painful. but it seemed to work. I'm still monitoring and testing it.

So far so good. I'm quite confident my problem is resolved with a factory reset and reinstalling everything. but that shouldn't be the solution if we expect Switch to work as designed. Before I tried a factory reset, i tried to confirm if it is my telco problem by having my tablet linked to the same whatsapp account. and then having that tablet connected to my phone's hotspot and turned off wifi. So, if the tablet received the notification, you can't blame it on telco. And as i expected, my tablet was able to receive incoming messages. That was what triggered me to factory reset my Samsung phone.

Cool! I can imagine this working. somehow the apps setting messed up. For me, it was more than 1 apps which was in this state. So, I guess maybe I had no choice. There was also another effect that I noticed after factory reset - the battery lasted longer. A bit difficult to prove that, but I trust my feelings.

Just wanted to share another solution I found. I encountered a similar problem where notifications only came through when I was on Wi-Fi.
I found that it's related to the app called "Google Play Services," which I accidentally restricted to only use the data when connected to Wi-Fi. This restriction affected the notifications of other apps as well. After allowing Google Play Services to use my mobile data, all notifications came back.
So, you don't need to do a factory reset. Instead, go to Settings > Connections > Data Usage, and check 'Allow networks for apps."
Make sure that Google Play Services is allowed to use the mobile data.
