S9+ upgrade to S23, Mobile data only app issues

I upgraded to a S23 from a S9+ and am having a issue, I have an app that connects through Wifi to my cars OBD, it also needs mobile data to work. On my s9+ I would connect to obd adapter via wifi(no internet) and then turn on Mobile data only apps where I had the app selected and I was connected to wifi adapter and cellular internet. On the S23 in allowed networks I have tried all 3 options, but they connect the app using Wifi OR data and I need wifi AND data. Any work around would be greatly appreciated.

What app is it? Can you contact the developer to check what can be done. Or are there similar apps that might work on s23

It's called Bootmod 3, it's a cloud based BMW engine tuning program. No other apps, big expense invested. Just don't understand why samsung has to change things that works perfectly fine. The whole reason I held onto my S9 for so long.
