The Samsung Galaxy s²⁴ Ultra will have the next new soc in it from Qualcomm Snapdragon however the current version in the Samsung Galaxy s²³ Ultra is powerful and made for that phone.
I also have the Samsung Galaxy s²² Ultra on the latest version kf software that isn't displaying any issues.
It's obviously up to you and if your using a phone that is OK at the moment then the decision is about current cost of the Samsung Galaxy s²³ Ultra. At that price it is a steal.
When I bought mine from Samsung UK I had it reduced to half price due to trading in a phone and the £200 cashback they were giving.
We don't yet know what promotions Samsung will run for the Samsung Galaxy s²⁴ Ultra which maybe another reason to hold off.

Factory reset on the 22, and wait to the 24, but It depends on if the new ultra will have a Snapdragon or not. I m not sure if they arw going to use Exynos on not Korean and American ones.
