I tried to share a file with my friend and I noticed I can't share anything using quick share even though both devices Bluetooth is on and they're on latest update.
My phone can simply recognize any samsung devices and share file with them however it can't detect other brand devices with the new quick share, it doesn't detect nearby share as well.
I'm honestly bothered with this, I used to to use nearby share before one ui 6.1 and now it's missing, and I can't even share files with pixel or one plush phone with latest update that has quick share.
What's ironic is that one plus phone can flawlessly share files with pixel or other phones even older ones. I'm sure there is something wrong with samsung quick share.

Hi, yes I teied sharing with QR code however it uploads the content, I want to share them without internet. I tried everything @Robin999 suggested but still hace the issue on my phone.
Here is what's going on:
I wanted tk share some pictures with my friends, they all have pixel and samsung phones and a few have one plus and xiaomi, they can all send files to each other perfectly fine except all samsung users in the group, we were able to share and detect samsung phones but couldn't send files to non Samsung users, still we were able to receive files (except me which is now solved after last suggestion made by @Robin999) I am sure there is something wrong with samsung quick share and the only one who could share files with others was my colleague with his s10 phone and he used nearby share.

After your suggestion and some other tweaks I was abale to share files on my one plus tablet however I only can share files with devices signed into my Google account and still can not detect other devices that are not signed in with my Google account. I dunno if it's an issue from Samsung or just Google
I also have to mention I bought my phone from Iran and is regionally from Iran and also based on this link Iran is on sanction list ( I am not currently in Iran)

However it only talks about windows and not phones specifically. Could this be the reason?

It's not that. I have the same issue on a Canadian S23 Ultra ever since my OS was updated to 6.1. In fact I've been trying to send a document to my PC, right now and had to use Bluetooth instead. But I can send the send the same document back to my Phone from my PC with no issues. It still took a while for my PC to find my phone though but it immediately found my friend's phone downstairs.
