Notifications interrupt calls even with the setting disabled

I have the "Allow alarm/notification sounds in calls" setting turned off in the dialer. My S23 Ultra recently started interrupting ongoing calls whenever I received a text message or another call. The person on the other line says my voice starts to cut in and out or drag on. Is anyone having this issue despite having their settings correct? Or is there another setting that I need to change?

and if you turn it back on, allow alarms...? do you use speaker when on the call

No I do not use speaker while on the call just the phone itself.

I constantly have this issue.  Was it ever resolved?  I contacted Samsung a few times about it but they never fixed it or gave a good solution.
