On my Galaxy S23 Ultra, mobile data is not always monitored, and this has occurred since I got the phone in February 2023 (and this still occurs after the update that occurred last night): quite often, even though I'm using mobile data, the consumption reported by "Settings → Connections → Data usage → Mobile data usage" does not change. This concerns all applications, and also Mobile Hotspot and Tethering. For instance, the total for the month is actually 260 MB while I've consumed about 1 GB according to my phone carrier.
The incorrect monitoring is also visible with the "My Data Manager" application. So this is not just an issue with "Settings → Connections → Data usage → Mobile data usage".
For instance, here's mobile data consumption reported by Android (with "My Data Manager" application) and by my phone carrier (SFR in France):

To me the data monitoring option on the phone is to give a best as possible figure.
Personally I go by what my Network App shows what I've used @vinc17

Did you set the billing period to correspond to your phone carrier?

I did not set the billing period to correspond to my phone carrier (I personally prefer to have the period starting at the beginning of the month). But if I change it to the period corresponding to my phone carrier, this doesn't solve the problem (not surprising since the billing period should not matter for the issues about the live data).
So here are the exact data for whole billing periods: on my invoice, my phone carrier shows that for the period from May 25 to June 24, I consumed 1009 MB. On my Samsung phone, if I set the "start billing cycle" to the 25th, it says for the May 25 - Jun 24 period that I consumed 363 MB. That's a big difference with 1009 MB.
Similarly, for the Apr 25 - May 24 period, my phone carrier says that I consumed 1.2 GB while "Settings → Connections → Data usage → Mobile data usage" says only 293 MB for this period.

Reach out maybe to Samsung support in case they can figure out what the issue is

I've been in contact with Samsung support since February (a few days after I got my phone), but without any advance on the issue: the current status is that according to the experts, there is no abnormal behavior in the logs and they cannot reproduce the issue. In the morning, I sent a new report with logs concerning Mobile Hotspot and Tethering (as this is closer to the system, i.e. not an actual application, this may be more useful).
At https://forum.xda-developers.com/t/mobile-data-usage-values-remain-the-same-most-of-the-time.4562473 someone has just suggested to wipe the cache partition. I'll try that tonight.

Just a note to say that this issue got eventually fixed with the September 2023 system update.
