Looping on Setup

Trying to set up an S23 FE, coming from an A53 and it is looping on this screen here (image provided above).

The phone is not faulty, because this happened on the first S23 FE we bought — we went back to the shop and they exchanged it for a brand new S23 FE. Now the brand new handset is doing exactly the same thing, so we’ve established that it’s something to do with the account or Smart Switch itself.

Can we get some advice on this?

Alternatively, is there a way to completely reset the new phone and start again? I tried turning it on and off again, hard restarting/rebooting, and it still won’t reset the Smart Switch process/transfer. It is just stuck in this infinite loop.

To perform a factory reset, plug the phone into a working laptop or pc using the cable that came with your phone. Restart the phone and hold down the side Power button + Volume Up button simultaneously. Release the buttons once booted to the recovery menu. Use your volume up and down buttons to navigate to Wipe data/factory reset and use the side Power button to select that option. Follow all further on-screen instructions as necessary.
Once reset, then restart your phone, but this time, don't use Smartswitch. Just let it boot up as normal and add your Samsung account.

I had this same problem!
I found that taking out the sim card, performing a factory reset and then trying the manual setup again without the sim card in worked fine. I then put the sim card in the phone later once the phone had been set up. Hope this helps!

How do I do a factory reset without a PC or laptop?
Have this same issue and can't seem to do anything to reset it

I am having the same issue with a Galaxy A04e that my daughter bought. We sent the first one back thinking it was faulty but the replacement (brand new) has the same issue - it just loops on the Google Updates page and then says there was a problem and to try again.

We've tried the reboot, system reset, boot without SIM but nothing works. We've also tried copying her account using Smart Switch but that throws an error also. Does anyone have a solution for this ?? I'm thinking maybe we set up a new Google account for her but then she'd lose everything and we'd have to set up for Family Link all from scratch.
